RED III RFNBO Targets 2030: Europe's Hydrogen Demand Gap, National Compliance and Investor Risk - Part II
10. Executive FAQ
What are the RED III RFNBO targets for 2030 and 2035, and can Member States reduce them?
Industry must reach 42% RFNBO hydrogen by 2030 and 60% by 2035, and transport has a 5.5% combined target with a 1% RFNBO sub-target by 2030. Member States can cut both industry targets by 20% if they meet their expected contribution to the EU overall target and keep fossil-based hydrogen at or below 23% in 2030 or 20% in 2035 (European Hydrogen Observatory, May 2026). Check the exact conditions in the directive text before applying any reduction.
Which EU countries have transposed the RED III industry hydrogen target into law?
Eight of 27 Member States had both transport and industry RFNBO mandates in law in May 2026, according to the European Hydrogen Observatory, which named Romania, Czechia, Slovakia, Lithuania, Latvia and Italy. It recorded transport-only transposition for Finland, Denmark and the Netherlands. Other sources give different counts because they use different dates and definitions, for example ACER's December 2025 view that only Denmark and Ireland had transposed the amended directive.
How much renewable hydrogen does RED III require by 2030, and how much of that is bankable?
RED III implies about 1.3 Mt a year of 2030 demand for industry alone (Hydrogen Europe, June 2026); wider estimates reach 2.8 Mt across industry, road transport, aviation and maritime (Monitor 2025) and up to 3.3 Mt of business-case demand including derivatives (Hydrogen Council, May 2026). Projected supply of about 1.7 Mt would meet roughly 60% of the 2.8 Mt estimate. Bankable demand cannot be sized from public data, because contracted volumes are not published.
Are RED III penalties high enough to make industry buy RFNBO hydrogen instead of grey hydrogen?
Public data cannot confirm it. A BloombergNEF analysis cited by the Hydrogen Council puts the penalty needed for effective enforcement above €10–12/kg, while Hydrogen Europe cites a Green Gas Quota penalty of €600/tCO2. The units differ and no emission factor was available, so we do not convert one into the other. Hydrogen Europe assumes a cost gap of €4–6/kg that any penalty would have to cover.
What happens to hydrogen project returns if the EU weakens RFNBO targets after 2030?
Risk would rise for projects that depend on statutory demand, but public data cannot size the effect, because no source in our research reports project returns or post-2030 outcomes. Offtake volumes, plant utilisation, margins and refinancing would carry the impact. Projects with contracted volumes and public support are better placed than merchant projects, and any change to post-2030 targets remains a scenario until adopted.
Can Indian green ammonia qualify for the EU RFNBO market, and what decides its competitiveness?
In principle yes, because the EU production rules apply to producers outside the EU. In practice we found no confirmed EU export contract, no India-to-EU delivered-cost data and no certified Indian project. India's SECI auction price of INR 55.75/kg (about $641/t) is a contract with an Indian offtaker, so competitiveness will turn on delivered cost, certification under the production rules and a signed European buyer.
Research Limitations
Three gaps limit this report most: no primary EU legal text was opened, no official 2030 demand estimate exists, and national penalty levels are thin. The full list below shows which sections each gap affects.
• No primary EU legal texts were opened. The directive, the delegated regulations, the low-carbon hydrogen delegated act and the AccelerateEU communication were read through summaries. Legal claims should be checked on EUR-Lex and the Commission website before use.
• No official 2030 demand estimate. The three demand figures come from industry bodies and measure different things. None has been independently verified.
• No official country-by-country transposition table. The Observatory names six of its eight states, sources disagree on counts, and we found no German industry quota text and no figures for France, Spain or Poland.
• Penalty levels are thin. Beyond a German-derived €600/tCO2 figure, we found no national penalty levels and no verified conversion to euros per kilogram. The BloombergNEF figure is a relay, and the original was not retrieved.
• IEA material is partial. Only the Production page of the Global Hydrogen Review 2026 was read, its date is not shown, and the manufacturing, utilisation and capex figures come through Argus Media.
• The price gap has one origin. The €2.00, €2.80 and €7–10/kg figures come from two relays of one ACER report. The ACER webinar deck we read does not contain them, and the underlying monitoring report was not read.
• Regions not covered. We gathered no verified evidence for the United Kingdom, Brazil, Australia, Southeast Asia or Sub-Saharan Africa. Gulf evidence is weak: the Oman article dates from April 2024 and the NEOM analysis is undated and paywalled.
• China, India and the US rely on secondary sources. We retrieved no primary documents from China's energy bodies, India's ministries or SECI, or the US Treasury, IRS or DOE. India's ministerial statement is a paraphrase, the AM Green interview body was not accessible, and no named quote from China, India, the US or the Gulf falls inside the 12-month window.
• No regulator quotes. No minister, regulator or Commissioner is quoted. Named quotes come from industry associations, an analyst firm, a company and Canadian developers.
• Cost data gaps. We found no 2026 BloombergNEF or Lazard cost of hydrogen, no comparable delivered-price dataset for certified RFNBO hydrogen, and no power purchase price benchmarks tied to RFNBO compliance.
• Company data gaps. We found no verified capacity or offtake terms for Cloudberry. The TotalEnergies tender data dates from March 2025. The Air Products Dutch RED III page did not load, and data on Stegra, RWE Lingen and thyssenkrupp nucera were not collected.
• Date uncertainty. The Wood Mackenzie outlook appears on one site with a September 2026 page date but carries January 2026 content, and the NEOM analysis is undated.
• Status after 21 September 2026 is unknown. We do not know whether the delegated-act proposal has been published since, or whether the Commission's October 2026 infringement package contains RED III steps.
